Dubai, 2018)). However, the State of Palestine is not entitled to propose amendments to the Constitution (CS) or Convention (CV).<\/li><li>Observers participating in an advisory capacity (Annex 2 to Resolution 145 (Antalya, 2006)) may submit information documents via the Secretary-General.<\/li><\/ul>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\"><span style=\"text-decoration: underline;\">Deadlines to submit proposals:<\/span><\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">26 January 2022: Deadline for submission of proposals to amend CS\/CV (CS 224 \/ CV 519)<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">26 May 2022: Deadline for submission of other proposals (GR 40)<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">5 September 2022: Firm deadline for submission of contributions (Res. 165)<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\"><span style=\"text-decoration: underline;\">Prepare and submit your proposals: <\/span><\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.itu.int\/net4\/proposals\/CPI\/PP22\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Conference Proposals Interface (CPI)<\/strong><\/a><strong>: <\/strong>The electronic tool Conference Proposals Interface (CPI) facilitates the preparation and submission of proposals from authorized membership during a Conference. <\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/itu-app42372.pagelyhosting.com\/wp-content\/uploads\/2022\/02\/PP22-CPI-UserGuide-27012022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Conference Proposals Interface (CPI) user guide for PP-22<\/strong><\/a>: This user guide was prepared by the ITU General Secretariat for the submission of proposals, including proposed amendments to the Constitution (CS) and Convention (CV), by Member States to the forthcoming Plenipotentiary Conference (PP-22).<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">As soon as proposals are published, they are made available on <strong><a href=\"https:\/\/www.itu.int\/net4\/proposals\/PP22#\" target=\"_blank\" rel=\"noreferrer noopener\">Proposal Management Web (PMW)<\/a><\/strong>. In PMW, proposals can be searched, sorted by document numbers, references, types of documents, etc. Proposals can be retrieved in any of the six languages, and one can look for their &#8220;inheritance&#8221;. <\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/itu-app42372.pagelyhosting.com\/wp-content\/uploads\/2022\/02\/Proposal-Management-System-guidelines.pdf\" target=\"_blank\" data-type=\"URL\" data-id=\"https:\/\/itu-app42372.pagelyhosting.com\/wp-content\/uploads\/2022\/02\/Proposal-Management-System-guidelines.pdf\" rel=\"noreferrer noopener\"><strong>Proposal Management Web (PMW) user guide for PP-22<\/strong><\/a>: A user guide on PMW is available for reference.<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">Proposals should be prepared and submitted via CPI. Reference text is the&nbsp;<a href=\"https:\/\/search.itu.int\/history\/HistoryDigitalCollectionDocLibrary\/5.22.61.en.100.pdf\" target=\"_blank\" rel=\"noopener\">Collection of basic texts of the ITU adopted by the Plenipotentiary Conference (2019 Edition)<\/a>. Both CPI and the Basic Texts require TIES access. The sequential numbering system should be used to identify the particular provision to which the proposal is related. In case a Member States does not want to use CPI, a PP-22 template for proposal for ease of reference can be found&nbsp;<a href=\"https:\/\/plenipotprod.wpengine.com\/wp-content\/uploads\/2021\/09\/PE_PP22-E-1.docx\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">Member States should begin their proposals with a short summary of their views on each item. This should be followed by detailed proposals, with each proposal being followed by a brief statement of the reason for the proposed change.<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\"><strong>Symbols to be used:<\/strong><\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<ul class=\"wp-block-list\"><li><strong>ADD Proposal to add new text<\/strong><br><em>Note: where new text is to be added within an existing paragraph or sub-paragraph, the symbol MOD should be used.<\/em><\/li><li><strong>ADD* Proposal to add existing text from elsewhere in the Collection of basic texts of the ITU<\/strong><br><em>Note: it is necessary to reproduce the texts carrying the symbol (ADD)<\/em>.<\/li><li><strong>MOD Proposal to amend a text by addition, deletion or replacement of words or figures<\/strong>&nbsp;<br><em>Note: new words added should be underlined (<span style=\"text-decoration: underline;\">underlined<\/span>); words to be deleted should be crossed out (<s>crossed out<\/s>).<\/em> <\/li><li>(<strong>MOD) Proposal to amend a text, from an editorial point of view<\/strong>&nbsp;<\/li><li><strong>SUP Proposal to delete text<\/strong><br><em>Note 1: it is not necessary to reproduce texts carrying the symbol SUP.<br>Note 2: where text is to be deleted from within a paragraph or sub-paragraph, the symbol MOD should be used. &nbsp;<\/em><\/li><li><strong>SUP* Proposal to transfer text elsewhere in the Constitution\/Convention<\/strong><br><em>Note: it is not necessary to reproduce texts carrying the symbol SUP*.<\/em><\/li><li><strong>NOC Text for which no change is proposed<\/strong><br>Note: this symbol may be used to clarify that no proposals are made with respect to texts carrying this symbol. It is not necessary to reproduce texts carrying this symbol.<\/li><li><strong><span style=\"text-decoration: underline;\">NOC<\/span> Proposal for a text to be maintained without change<\/strong><br>Note: this symbol may be used when Member States wish to emphasize that a particular provision or provisions of an article should remain unchanged, e.g. Article XX may be shown as NOC but provisions AA and BB of Article XX may be shown as <span style=\"text-decoration: underline;\">NOC<\/span>. The reasons as to why these provisions need to be maintained without change should be given.<\/li><\/ul>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">The above standards of presentation should be adhered to as far as possible.<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">Proposals should be submitted by focal points of Administrations of ITU Member States via CPI or by e-mail to the ITU PP-22 secretariat at&nbsp;<a rel=\"noreferrer noopener\" href=\"mailto:contributions@itu.int\" target=\"_blank\">contributions@itu.int<\/a>. The ITU standard format is MS Word for Windows.<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\"><span style=\"text-decoration: underline;\">Processing of texts in the General Secretariat<\/span><\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">If not yet done by the Member State, the General Secretariat will annotate the individual proposals with index numbers composed as follows:<br>ABC\/25\/3<br>where ABC is the symbol of the country, that is the author of the proposal (according to the Preface to the International Frequency List), 25 is the number of the document in which the proposal is published and 3 is the serial number of the proposal within that document.<\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\"><span style=\"text-decoration: underline;\">Conclusion<\/span><\/p>\n<\/div><\/div>                            <div class=\"ituContainer grid\"><div data-span=\"12\">\n<p class=\"wp-block-paragraph\">The main purpose of these guidelines is to enhance the timely processing for distribution as well as coordination of proposals submitted by Member States and thus to facilitate the work of the Conference.
